Paul Monroe is Spencer Monroe's cousin who is a member of the Hilltop Colony who let Rick and his group in to the safe zone. Paul is called Jesus by his allies and is also an enemy of Negan and the Saviors. Paul does everything he can to help keep the Hilltop Colony running and standing but when enemy survivors attack they will be prepared.
